Central Bank of Syria Adopts New Electronic Payment and Transfer Framework

The Central Bank of Syria announced on 18 August 2026 the adoption of a new electronic payment and transfer framework following the issuance of Decision No. 1124.

According to the Central Bank's announcement, the framework is intended to support the development of a modern national payment ecosystem and expand electronic payment and transfer options available to citizens and businesses.

The initiative aims to facilitate the movement of funds, improve payment efficiency and support broader digital transformation while maintaining the availability of cash and other approved payment methods.

A major step toward a more connected and modern digital payment ecosystem in Syria.

The framework also establishes regulatory and technical foundations for connecting payment services between licensed entities and financial institutions.

The Central Bank identified key participants within the ecosystem, including payment service providers, electronic money service providers and payment system operators.

The framework is expected to create additional opportunities for innovation, competition and investment in Syria's digital payment sector while strengthening governance, oversight, cybersecurity, consumer protection and transaction security.
